On July 26, 2012, WMR reported on a George Soros-funded group called the Lifeboat Foundation, which states its mission is which states its mission is "to encouraging scientific advancements while helping humanity survive existential risks and possible misuse of increasingly powerful technologies, including genetic engineering, nanotechnology, and robotics/AI, as we move towards the Singularity." However, one of the Lifeboat Foundation's Advisory Board members is chief scientist for NASA Langley Dennis Bushnell. It appears that while Lifeboat ostensibly wants to help humanity to survive new technologies, Bushnell was pushing the very same technologies for future warfare around the year 2025.

WMR obtained a copy of a PowerPoint presentation prepared by Bushnell in July 2001 that is full of troubling advanced warfare techniques and tactics. The presentation was based on "futures" work between NASA and the CIA, Defense Intelligence Agency (DIA), the U.S. Special Operations Command, the Navy SEALS, FBI, and the Defense Advance Research Projects Agency (DARPA).

Prepared two months before the 9/11 attack, one of the slides is titled "'Going In' Assumptions." The one bullet on the slide states: "Politics can/does change "overnight" (e.g., Russia, Iran, Iraq, Pakistan, etc.), Potential CAPABILITIES is the future warfare issue, not Who but WHAT."

Although some of the technology discussed appears rather benign, for example  "holodecks" or "immersive multi-sensory virtual reality, the discussion of mapping and manipulating the human brain is far less so. "Neuroinformatics" and "determining detailed neuroanatomy of [the] human brain (digital brain atlas)" sounds close to manipulation of the brain for mind control, a restoration of the CIA's old MK-ULTRA mind control program.

The PowerPoint presentation is chock full of frightening technologies that jump out of the pages of a science fiction novel. In fact, Hans Moravec's robotic "mind children," discussed in the NASA presentation, were often cited by science fiction author Arthur C. Clarke.

The NASA scientist also warns about "Uncontrolled/Uncontrollable Self-Replication of 'Brilliant Robots (IT), Nano-Replicators (Nano), and Rampant Recombinant (Bio).'" Information technology (IT), Nano, and Bio are seen by the government scientists as areas for weapon design in the future.

What is particularly alarming is the combination of  IT, Nano, and Bio into new life forms. Two examples are given: the creation of a cyborg (brain of a sea lampry [sic] was connected to the body of a robotic fish) and the creation of "Chew Chew," a flesh/plant-eating robot that hunts/bio-digests "natural foods" to "live off the land." If this is where technology stood in July 2001, what does the government have in its secret laboratories eleven years later? The mind reels over the possibilities.

Nano-technology surveillance sensors are also discussed. These include "smart dust," a cubic millimeter or less, that floats on air currents; nanotags that are "placed on everything/everywhere; and "co-opted insects."

Some "smart dust" could be "deeply buried" inside targets and positioned and then explode as a weapon, according to the presentation. Other micron-sized "mechanized dust" can be "distributed as an aerosol and inhaled into the lungs." The dust then bores into lung tissue and "executes various "pathological missions.'" This presentation was prepared only three months before the aerosolized anthrax attacks via the U.S. Postal System shut down Congress, frightened the news media, and convinced Congress to quickly pass the USA-PATRIOT Act.

The PowerPoint includes new biological warfare weaponry, including the use of Aflatoxin -- a "natural," parts ber billion, carcinogen;" -- airborne varieties of Ebola, Lassa, etc.; binary agents distributed via imported products (vitamins, clothing, food); genomicaly (individual/society) targeted pathogens; and "long term/fingerprintless campaign (as opposed to shock and awe BW" (biological warfare).

The NASA briefing highlights Operation Whitecoat as a precedent for testing bio-war agents. Between 1954 and 1973, the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick, Maryland tested a number of Seventh Day Adventists conscientious objectors were injected with Q fever, yellow fever, Rift Valley fever, hepatitis A, Yersinia pestis (plague), tularemia (rabbit fever), and Venezuelan equine encephalitis, and other disease and then treated. The long-term health effects on these human "guinea pigs" remains inconclusive.

The NASA presentation also sees psychological warfare (PSYWAR) as a key element in future warfare. Alarmingly, the presentation indicates that Walter Reed Army Hospital, where some of our nation's most seriously war wounded have been tended to, was involved in microwave weapon research in "behavioral performance decrements" such as "seizures, gross alteration in brain function, 30% to 100% increase in blood flow, and lethality (interactions between low power (microwatts per sq. cm./.4 to 3 GHz) MW [microwave] and brain function." Assisting Walter Reed in the studies were Stanford Research Institute (SRI) and the U.S. Army.

The NASA briefing concludes that the use of microwave weaponry on humans is legal, along with the use "chemical anti-functional weaponry, chemical 'psychological effects' via sensory organs weaponry (smell), chemical personnel incapacitation weaponry, PSYWAR, acoustic weaponry, and mechanical micro dust."

From the NASA viewpoint, mini-, micro-, and nano-satellites are seen as important weapons in the U.S. arsenal, along with mini, micro, and nano cruise missiles, unmanned aerial vehicles, and "smart mines."

"Natural warfare" is also part of the military strategy with sensors utilizing "insitu plants, animals, insects as sensor platforms/instruments to indicate presence, movement, characteristics," "utilize animals (e.g., urban rats/insects) as "delivery systems"/munitions ("feeding," swarming, biting, poisoning), and "utilize insitu explosive/destructive capability (e.g. offshore methane hydrate, dams, etc.). Specifically, nano-technology is involved in surreptitiously detonating offshore seabed methane hydrate deposits to "produce tactical/strategic level tidal waves against littoral regions."

Another form of natural warfare discussed in the presentation is "'unconventional' nuc delivery." Specifically, the strategy is to "sink a ship offshore" and "detonate" it to "produce tidal waves with radioactive spume." Other unconventional nuclear weapons delivery operations, according to the presentation, can cause earthquakes, electro-magnetic pulse, and radiation, in addition to tidal waves.

Computer Trojan horses and viruses were also discussed in the NASA presentation. The purposes of these programs were "subvert, deception, and decimation." Ten years later, the Stuxnet and Flame programs wreaked havoc on the Iranian nuclear industry. The NASA presentation gives a preview of the methodology used for such malicious code used as a war weapon, it was called "Chaos," i.e., "excite circuit nonlinearitys [sic]."

The NASA brief summarizes by calling for U.S. countermeasures, which include the U.S. Special Operations Forces becoming the "only survivable human strike force" and extend the "Overseas FBI" to conduct foreign investigations only.

The connection of the Lifeboat Foundation and Soros to such frightening research and development should alienate every progressive-minded activist from the Hungarian billionaire. However, Soros's money is more attractive to many than personal ethics.
